Two categories, because they are the two that are criminal to host rather than merely unwelcome:

Child sexual abuse material. No context makes this lawful. No judgement call, no appeal.
Content that promotes or organises terrorism. Not writing about terrorism — history, journalism, argument and criticism of any government's designations are all fine and all get published.
